Electronic Lien and Title Information for Lenders

The Title and Registration Section has been working to implement House Bill 13-1289 Electronic Motor Vehicle Information Transfer. This legislation created the ability for Electronic Lien and Titling (ELT).
To implement this legislation, the Title and Registration Section has worked with lending institutions, service providers and Colorado County Clerks to create this new program.

What is ELT?

The Electronic Lien and Title Program is a method by which the State of Colorado, Department of Revenue, Division of Motor Vehicles and lending institutions (lienholders) can exchange vehicle and title information electronically. Please click here for a guide to the Colorado ELT program

How does ELT work?

The State transmits essential identifying information electronically to an approved Service Provider who communicates with the lienholder thus eliminating the need to print and mail paper titles. Once the lien has been satisfied, the lienholder notifies the Service Provider who sends an electronic message releasing the title at which point the State prints and mails a paper title to the vehicle owner, or a third party designated by the lienholder.

ELT Service Providers And Becoming an Authorized Service Provider

Please click here for a list of approved service providers. Contact the Title and Registration Section representative to complete a Colorado Electronic Lien and Title Service Provider Contract. Upon execution of the contract, the authorized Service Provider must successfully complete system testing prior to becoming an approved and authorized Service Provider.

ELT Participating Lien Holders And Becoming a Participating Lienholder or Lender

As participating lenders sign up for ELT, that information will be posted here. Lenders can apply to the Division of Motor Vehicles by completing the DR 2843-Colorado Electronic Lien and Title Lender Application. Once completed, this application can be submitted via email
