Alberta Officials Go "Under the Hood" of Colorado’s DMV2GO

DENVER — Innovation knows no borders, but it does require a roadmap.

Earlier this month, the Colorado Division of Motor Vehicles (DMV) hosted a delegation from the Service Alberta Red Tape Reduction Department for a four-day deep dive into a program that has become a North American gold standard - DMV2GO.

Alberta officials Rosemarie Radke, Yana Khaykin, and Tara McGilvery participated in an intensive jurisdictional exchange, moving between high-level strategy sessions and live field operations to see how Colorado delivers essential credentials to citizens, regardless of their zip code.

At the beginning of the nearly week-long visit the delegation and Colorado leadership—including Senior Director Electra Bustle and Director of Driver Services Benjamin Mitchell—discussed the "why" behind the wheels. The Monday sessions focused on the legal and regulatory "scaffolding" required to take a state office on the road.

Discussions spanned from risk management and audit practices to the key policy drivers that make mobile services a necessity for target communities.

The delegation’s mid-week field days provided a front-row seat to the "how." On Tuesday at the Denver Regional Service Center, the Alberta team climbed aboard the DMV2GO RV to observe "mobile office tetris" in action. DMV2GO Program Manager Desiree Trostel walked them through the complexities of setting up the bus, from specialized chairs to keeping equipment clamped down during transit.

“You have to be flexible. Flexibility is the biggest key to this,” Trostel said. “Being passionate, driven, and empathetic... being ready to go wherever you’re needed at any time.”

On Wednesday, the focus shifted to the "pop-up" model at a community event hosted by the City of Commerce City. Operating without the RV, the team served nearly 50 customers, demonstrating that the program’s value lies in its agility, not just its vehicles.

“I really like the flow, everything seems to flow very smoothly,” noted Rosemarie Radke, Alberta’s Director of Registries Administration and Accountability. “They’re taking names and checking that customers have the correct documents... it takes a special type of person to work this.”

For the final day of the visit, the focus turned to operational readiness. The teams dissected vehicle configuration, security requirements, and the "tech stack" needed for reliable connectivity in remote areas.

While Alberta’s registry system is currently privatized, the delegation saw the value in Colorado’s philosophy of prioritizing accessibility over the bottom line—a model Mitchell describes as a commitment to the public interest.

“This is not about making revenue,” Mitchell said. “The Colorado DMV pays for this program to provide excellent customer service to every Coloradan needing services regardless of their geographic location.”

Whether in the Rockies or the Canadian Prairies, the mission remains the same: meeting the customer wherever they are.
